Toward an Investigation of Domestic Democratic Peace In addition to addressing the limitations with the existing literature as identiﬁed earlier, essentially I have three reasons for investigating the inﬂuence of democracy on repressive behavior and the conditions that facilitate the former’s reduction of the latter: in turn, these address empirical, practical, and theoretical issues.
This does not even include the last 18 years of violent activity, 105 years worth of lower-level state behavior such as torture and disappearances, or the inﬂuence of nonlethal repressive action such as political bans, mass arrests, and instances of censorship. Attempting to understand how to reduce behavior is therefore one of the most important topics of our age. Here, I deﬁne relevant concepts, identify the theory underlying the application of repressive behavior, and review the quantitative literature about relevant causal effects. In a move away from the coarse and highly aggregated concepts and measures that are currently applied, in Chapter 2 I discuss how best to disaggregate repression and democracy, continuing a theme developed in some of my earlier work (Davenport 1996a; 2004; Davenport and Armstrong 2004). This entails a consideration of state-sponsored violence and restriction to operationalize repression and a consideration of Voice (mass-based political factors) and Veto (elite-based political factors) to operationalize democracy.
